Washington (March 11, 2025) – The American Chemistry Council (ACC) commended introduction of a joint Congressional Review Act (CRA) resolution by Representatives Clay Higgins (LA-3) and William Timmons (SC-4) providing for congressional disapproval of the U.S. Environmental Protection Agency (EPA) amendments to the TSCA New Chemicals Procedural Regulations under the Biden Administration.
We welcome introduction of the joint resolution to repeal the previous Administration’s misguided updates to New Chemicals Regulations under TSCA.

“For too long new chemistries have faced regulatory barriers under EPA’s implementation of the TSCA New Chemicals Program—barriers that impact the timing of reviews and availability of products, creating uncertainty in the supply chain and stifling the ability of companies to bring new products to market. This joint resolution opens an important door to addressing EPA’s systemic inability to meet its statutory mandate to complete reviews within 90 days and to ensure the best available science is driving EPA’s decision-making. To meet the growing demand for innovative chemistries and to grow chemical manufacturing here in America, companies need timely and predictable new chemical reviews,” Jahn added.
