TSCA: The Cornerstone of U.S. Chemical Management

The Toxic Substances Control Act (TSCA) – updated in 2016 by the Frank R. Lautenberg Chemical Safety for the 21st Century Act – remains the nation’s primary law for evaluating and regulating chemicals. Passed with broad bipartisan support, TSCA modernization created a more rigorous, transparent, and science-based framework for managing both new and existing chemicals.

Implemented by the U.S. Environmental Protection Agency (EPA), TSCA mandates that chemicals in commerce are reviewed for safety, assessed based on realistic uses and exposures, and regulated when they pose unreasonable risk.

To support TSCA’s success, ACC established the Center for Chemical Safety, which:

  • Helps coordinate industry and stakeholder efforts during EPA’s risk evaluation process;
  • Promotes the development and submission of high-quality, relevant and timely data;
  • Encourages and offers avenues for participation by both ACC members and non-members to inform robust, science-driven assessments.


Global Leadership Through Sound U.S. Chemicals Management

Effective chemical management extends beyond U.S. borders. ACC collaborates with its peers through the International Council of Chemical Associations (ICCA) and supports the global advancement of safety and chemical management standards through partnerships with governments and multilateral institutions, including the United Nations. Together, we promote responsible chemical use worldwide.
